- Section VI - 17.00(A) UMB POLICY ON RISK MANAGEMENT

It is the policy of the University of Maryland, Baltimore (UMB) to maintain an environment for its faculty, staff, students, volunteers, and visitors (UMB Personnel) that does not adversely affect their health and safety. In support of this policy, UMB will give high priority and commit appropriate resources to programs that eliminate or reduce to reasonable levels environmental and occupational hazards that threaten the health or safety of UMB Personnel at UMB.
Ultimate responsibility for risk management at UMB rests with the President. The President delegates to each dean, vice president, director, chairperson, and supervisor the responsibility for safety performance within the administrator’s unit. All UMB supervisors, including faculty and staff supervising students and volunteers, must take appropriate action to ensure that safe working conditions are maintained and that the campus physical environment is safe for visitors and UMB Personnel. Supervisors must train the persons under their supervision in safe work practices. In addition, supervisors are expected to promote a safety attitude and awareness that will lead UMB Personnel working under their supervision to take a safe course when faced with situations which are not covered by established regulations and practices.
It is incumbent upon all UMB Personnel to provide the constant vigilance necessary to avoid unsafe acts on their part, and on the part of others. UMB Personnel have an obligation to take all reasonable precautions to prevent injury to themselves and to other UMB Personnel, and are expected to learn and to follow approved standards and procedures which apply to their activities. UMB Personnel are to consult their supervisors when they have any doubts concerning potential hazards or appropriate safety practices and policies.
The President delegates to the Vice President for Administration and Finance (VPAF) responsibility for chairing a Risk Management Committee for UMB. The Committee’s duty is to recommend UMB policies to manage risk at UMB, including all schools, administrative units, and locations on and off the main campus. The Risk Management Committee serves as a referral board for all advisory and administrative committees related to environmental health and safety, and shall review and comment on all UMB policies (at both campus and school levels) pertaining to environmental health and safety issues. Other committees include, but are not limited to, the Radiation Safety, Biosafety, and Health and Safety committees. The adoption of campus risk management policies is the responsibility of the VPAF.
As the VPAF determines necessary, but at least biannually, the Committee will conduct and document a review of the performance of the Risk Management program at UMB. The VPAF may delegate to other UMB units and personnel with special expertise the responsibility of participating in the Committee’s work. The VPAF may authorize use of consultants and experts not otherwise available among UMB Personnel.
Failure to abide by the policies and procedures of the UMB Risk Management Program jeopardizes the welfare of UMB Personnel. UMB Personnel are required to comply with applicable Risk Management policies and procedures. Supervisors will implement appropriate discipline for health and safety violations and will be held accountable for unsafe conditions and unsafe acts within their area of responsibility.
